Paint — Windows 98 Simulator
Paint (still called Paintbrush a few years earlier) was the first program most people used to draw on a PC. The Windows 98 version has the 16-tool toolbox on the left, the colour box at the bottom, and saved pictures as .bmp files that doubled as desktop wallpaper.
